“Who Gets To Define Emergency?”

Dimitra from Lesvos, Vaggelis Giakomakis, Luqman Shahzad, Zak/Zackie Oh, Pavlos Fyssas, Eleni Topaloudi and several refugees crossing the Greek borders have experienced inhumane conditions of living before their violent deaths.
Nevertheless, this type of emergency is seldom discussed in institutional contexts and soon gets forgotten after the victims’ loss. At the same time, several scholars highlight the “state of exception” that characterises Greek governance as a “subjective situation, aiming to produce a new set of rules or a new legal order rather than a response to an objective need” (Koutrolikou, 2016).
Emergencies are inherent in the urban fabric, but the question is who gets to prioritise them.
